Book II seems to have been influenced by Gaffurius, Practica musica (Book III, on contrapunctus), which was published in 1496 in Milan and exerted a strong influence on theoretical writings north of the alps for at least the next few decades, if not longer. How much the Gaffurius work has influenced this English one I cannot say at present.
